Will Congress block rules to prevent sleepy truckers?

WASHINGTON — Legislation before Congress would block federal efforts to regulate truckers' rest hours at a time when the National Transportation Safety Board has listed driver fatigue as one of its top concerns.

Both the House and Senate bills funding transportation for the 12 months beginning Oct. 1 include provisions to further suspend proposed federal regulations telling truck drivers when they must rest.
