brokers and triple damages

I have heard, long before becoming a broker, that brokers where entitled to up to 3 times the amount lost when cheated by a shipper. Does anyone know where that is in writing?

That will be in the contract between the broker/shipper. I've never heard of it with a shipper, I've only heard of it with carriers and its deals with them cutting the broker out and going direct after using the broker.
