Two grain traders are facing fines in South Dakota after regulators said they were operating in the state without a license. The most serious of the two cases involves Crossroads Cooperative of Sidney, Nebraska. A complaint filed by the South Dakota Public Utilities Commission says that Crossroads operated for more than two years without a license, making more than 700 grain purchases.
