You'll end up paying the taxes and unemployment insurance plus interest and penalties when you get caught. Years after I began doing payroll the \"right way\" I got schooled by the state. I got a nice education on 1099s. The state auditor explained that if a person comes to your place of business, follows your rules and instructions, and you pay them, they are your employee no matter what you call them. Unless they have a company with their own EIN, you are responsible for their taxes and unemployment insurance. I ended up paying all that crap from the years I did 1099s.
