Carrier Fail! What to do?! Ugh....need advice

WOW! HOW DO YOU DEAL WITH THIS? Had a load from a VERY good shipper this am and early am had a trucking company to call for the load. After checking the Carrier out I sent them a rate confirmation and received it back signed. Carrier's driver was to call Shipper asap for pickup instructions since it was a blind shipment and for over an hour and a half I kept calling both dispatch and the driver with no luck of getting an answer. Finally got dispatch and was told driver was out of vehicle and would call shipper within 20 minutes. Well long story short, Shipper cancelled load after being more than patient waiting for a couple of hours. On my rate confirmation I have that a $150 fee will be charged to Carrier for no show. I am always fair to my Carriers and even gave them a higher rate than I initially offered. After first communication via phone with them, no phone answered and to this moment driver still does not answer nor does he have voice mail.

Since Shipper had to cancel due to delay in communication and response from driver can I now initiate a no show and how do I enforce it? Simply send an invoice? First bad experience with a Carrier and thus far our company had good reputation with Shippers and Carriers alike so now one Shipper will see us in a darker light :( This is not acceptable to me. I am one who is all about giving Shippers good service and being fair to my Carriers but what does a Broker do when a violation occurs and load is cancelled due to part of your Carrier? Any feedback is welcome. Still learning...... Guess had to have a bad experience finally to learn how to deal with it and prevent it in the future. Hope one of you guys can steer me correctly in what to do now and how to prevent.

Oh and carrier was given Shipper info since it was blind shipment. How do I prevent Carrier from ever contacting Shipper for loads or is that not possible?
