Any sucessful business would never attach the amount of risk to one stakeholder in any equation for a successful bottom line, the first thing peope in business that want to change a process are asked....who will effect the change and who will be effected by the change. Your government has clearly chosen to ignore best business practices to mplement this legislation only involving one section of the supply chain management structure. in a time structured setting it is impossible to maintain any sense or kind of safety and efficiency when you only mandate one sector. but this will be proven in time unfortunately when accidents increase and the onus is put on the driver who decided to speed and beat his logs due to the fact the shipper or receiver is not mandated to load the truck within a set amount of time. i am not talking after market solutions of being paid wait time, that doesn't matter to the reload up ahead, i am speaking of real time effects. equation has no compliance to meet, the shipper and receiver. i find it interesting that when these units are installed it is such a learning curve for most that they ask their drivers now to back up with a paper log just in case things go sideways.....and as for drivers, i would suspect that most drivers would think their companies would get a grasp both on this issue of and on the training of the new devices. not all drivers are o/o or independant. this is not a matter of driver apathy, it is a matter of governing agencies capable of making laws for an industry they know little about as it
