Im from here, and I went up to pro rate in Pierre the other day, what a nightmare! I havent had an IRP account since 2002....man things have changed. I used to walk in with my paperwork filled out, hand them a check, and walk out with tags in hand in way less than an hour. You have to have 3 proof of residency and a street address. Bank statements wont work, credit card bills etc. wont either. You have to have utility bills, I live off the grid a bit, so its impossible for me to prove residency, and i have lived here the majority of my life! It really is quite ridiculous.
