DOES CARB HAVE THE AUTHORITY TO STOP YOU?

I have heard more stories lately about CARB asking drivers to pull over while they are already in a scale facility, but "supposedly" CHP has advised drivers that it is not required. I have also been told that CARB people have no Sirens or lights or firearms on their vehicles and according to CHP they can only request that you stop for them to inspect your equipment. I have heard also of a few trucks being cited for idling while in some truckstops in La and San Diego, but the CARB cops just come by and put a sticky citation on your cab without waking the driver.
The last couple of trips to Ca I saw plenty of non CARB compliant trucks, but are they really going to have the ability to enforce all of this? If they do actually stop the older equipment on a specific date it would "appear" to me that the highways would see a dramatic reduction in traffic.
